Coordination
The refugees from Bhutan in Nepal are under the protection of the Government of Nepal. UNHCR acts as the coordinating and funding agency for the delivery of protection and assistance. Maintaining law and order in the camps is the sole responsibility of the Government. The Government is also responsible for the camp administration and security. At the district level, the Refugee Co-ordination Unit (RCU) represents the Government’s Ministry of Home Affairs (MOHA) and is UNHCR’s primary interlocutor on refugee affairs. Under the supervision of the Chief District Officer (CDO), who is ex-officio Director of RCU, the Deputy Director has the overall authority for the co-ordination of refugee affairs at the district level.

The refugee camps are managed to a considerable extent by the refugees themselves, under the technical supervision and with the logistical and administrative support of UNHCR and AMDA. Each camp has a Camp Management Committee (CMC). AMDA coordinates activities both with the CMC as well as refugee community-based organisations.

AMDA closely coordinates with UNHCR health focal persons and Field Associates, District Public Health Offices of Jhapa and Morang, Municipalities of Jhapa and Morang, RCU, Nepal police, CMC, UNHCR, LWF, Caritas, IOM and all the referral hospitals including  the AMDA hospital in Damak as a primary referral hospital, Koshi Zonal Hospital (KZH) in Biratnagar for secondary referrals and BPKIHS in Dharan as well as hospitals in Kathmandu for tertiary referrals.

AMDA organize health taskforce meetings in consultation with UNHCR and will conduct coordination meetings with AMDA hospital, Koshi Zonal hospital, BPKIHS and other related stakeholders to facilitate health taskforce meetings.

AMDA also manages coordination through the below mechanisms:

CPMT and Camp level interagency monthly co-ordination meeting:  Camp level co-ordination takes place in this forum and information is shared regarding the Health Program.
 
Health Taskforce/Coordination with government: AMDA strengthen coordination with relevant government agencies such as municipality, regional public health office, public health facilities by inviting them to health taskforce meetings on a quarterly basis.
